There are a few new Public Sector Accounting Board standards that need to be or could be implemented for the 2012-13 and 2013-14 fiscal year. (e.g., PS 3410, PS 3510, PS 3450)
Watch for how and/or if the government all of these and their impact on the 2012-13 forecast results and the 2013-14 estimated surplus.
Watch for any prepayments of 2013-14 post-secondary funding prior to March 31, 2013, as this would increase the university assistance expenses for fiscal 2012-13 and reduce the related (normal) expenses for 2013-14. This was an approach used in the past by the existing and previous governments to essentially move costs from one budget year to another.
Also watch for any plans or moves to ‘realize’ gains on deriviate finacial instrument that had been put in place to manage longer term existing FX or % rate risks.
