Let me guess, the former czar of the dept of energy had something to do with this set up. As we have seen, common sense is definitely not part of the dna.
It certainly appears that this entire scheme (s) is constructed in such a way as to completely confuse (bamboozel) the average hydro consumer(all of us) so that we really do not understand what we are paying or for what except keeping the lights on (except during some bad weather).It appears that this is mainly one giant shell game and those running it should be wearing the traditional green plastic eye visor and black sleeve protectors.
