Governments, their politicians and bureaucrats and Politicians try to only report good news , so to report on how they invest our tax dollars is too risky for them, so they hide . Also they twist facts and play with numbers . In tourism they are telling us we have a boom. They only compared this year to last year .They talk percentages, not numbers . They talk traffic and not the sales. They treat every VISITOR as if they are a TOURIST. 2016 was the first year since 1999 that room nights sold actually increased. So for 17 years we were slipping and we are long way from recouping that lost business.
Sad to say but , in most instances, if these projects were funded only as long as they were effective, they would never get off the ground to begin with…A much better approach would perhaps be to pay for success ex poste facto. In other words, reward for success rather than paying for the seeds to produce failure..
