Perhaps one reason Trump favours tariffs is to help pay for his promised tax cuts. He also aims at bringing manufacturing jobs back to the US. Since tariffs will hurt US consumers as well as foreign exporters, Trump may be better off helping retrain and/or relocate American workers to do jobs where the US has a competitive advantage.
