    Agreed…the Province should not go back to ownership of NSP. But instead we acquired the power distribution and leave the generation with NSP. Then charge the generator for the use of the distribution system. This would open the Province to other private generators to set up shop in Nova Scotia finally giving NSP true competition. And, again, charge the new generators use of our distribution system.
    To avoid a return to the old days of the Government involvement in maintenance of the distribution system, we would subcontract that maintenance and charge the contractor for power outages a rate based on time and area of the outage. This would provide an incentive for better maintenance.
    The acquisition cost would be offset by the distribution fees charged to generators.
